Black and Yellow Garden Spider Eating Bug

This guy (gal?) about gave me a heart attack when I noticed him a few feet away as I was wrapping up the hose. Beautiful markings, but quite nasty ... hah.
He was working on his web a little bit and took a minute to go and wrap up some lunch.
