Carbondale, Illinois city leaders are pushing to allow pygmy goats - mini goats - to be owned as pets. The ASPCA however, says that permitting ownership of mini goats would lead to a surplus of abandoned animals, as people generally purchase exotic animals on a whim. To this, Carbondale leaders are thinking of implementing a goat permit system.
