Maasai improvise traditional method of controlling breeding in sheep, goats

How can one control breeding in sheep and goats without castration or using drugs?
A hard question, but members of the Maasai community in Kajiado county use a traditional method of tying a piece of plastic device to the male organ of sheep and goat,to block them from penetrating the female genitalia, effectively stopping them from breeding.
According to residents, this method is used during the dry season,in order to ensure that the female animals don’t conceive when they don’t have the energy to carry the pregnancy and keep the male animals healthy.
