CIA Exercise Forgets C-4 Explosive In School Bus Engine Compartment (Not Discovered For A Week)

Recently the CIA was conducting a K-9 training exercise centered around the theme of bomb sniffing dogs tracking down several explosive devices in various locations, one of which was on a school bus. The exercise is said to of been conducted from March 21st to March 24th in Loudoun County, Virginia. After the exercise was complete, some bomb-making material is said to of been accidentally left behind in one of the buses engine compartments, where it was then later found during routine maintenance, but not until almost a week after the exercise had finished.

According to Fox News ( http://www.fox5dc.com/news/114745831-story ), during this time the school bus had already drove 8 runs to 3 different schools, with the bomb-making material in its engine compartment. Since then the CIA has come out and said that the material was stable and posed no danger to any students on the bus, and came out with an official statement on the situation, which reads as follows.

"CIA K-9 units regularly participate in training with K-9 units from federal, state and local law enforcement agencies in the Washington Metropolitan Area.
Last week, a CIA K-9 unit conducted a routine training exercise with law enforcement officials in Loudoun County, Virginia. During the exercise, explosive training material was inadvertently left by the CIA K-9 unit in one of the buses used in the exercise.
On Wednesday, March 30, CIA was notified that the explosive training material was found when the bus was undergoing routine maintenance. CIA coordinated closely with local authorities and recovered the training material. According to Loudoun County officials, the bus transported students on March 28 and 29. CIA and Loudoun County explosives experts have confirmed that the training material did not pose a danger to passengers on the bus.
To prevent such incidents from happening again, CIA has taken immediate steps to strengthen inventory and control procedures in its K-9 program. CIA will also conduct a thorough and independent review of CIA’s K-9 training program. CIA performed a full inventory this morning and accounted for all the explosive training material used in the K-9 training program."

So what is your opinion on this potentially dangerous CIA blunder? I myself find it a little hard to believe that they could "inadvertently" leave "bomb-making materials" in a school buses "engine compartment", as that seems like a rather odd and specific place to accidentally put something like that, but hey, maybe that's just me.
