Abandoned dogs waiting for their human to take them back

Howl Of A Dog - Stray Dogs from Romania. All dogs from this video were filmed during a trip along Romania. So many dogs are abandoned on the road, in the middle of nowhere, suffering from hunger and thirst.
It is estimated that there are ~2 million stray dogs in Romania, abandoned, wandering the streets or dumped in extermination pounds, forgotten, ignored, avoided, blamed. The more they are, the less visible they seem to become. Adoption is almost an illusion here.
There are lots of animal care organizations that offer free neutering/spaying. So it is obvious that not lack of money prevents people from neutering/spaying their dogs and thus avoiding unwanted puppies that end up abandoned.
It is mentality problems, lack of animal welfare education and authorities that do not punish abandon that led to 2 million stray dogs. It is a situation generated by humans and not by dogs.
Romania, do not punish your dogs for your failure, but teach your people how to treat animals and because you do have a law that punishes animal abandon, apply it!
